first and foremost no offence but from what you said you seem in WAY over your head with this car and how it works. you need to be really careful and do a lot of learning and searching for info.

the turbo will spool anytime you drive it period as long as the turbo isn't in pieces and ur wastegate is shut. which it should be.

If it hasn't started in over a year. check ur fluids all of them. replace ur engine oil and filter no matter what anyone says. also don't spool the turbo on the gas thats still in the car thats bad. the gas that HAS TO go in that car is 93 octane. if you can't find 93 octane and ONLY if you don't live in a state that sells 93 then 92/91 is OK but not the recommend octane. again don't boost or "spool" it on that old gas that gas has sat for so long its bad and if you spool it you will lean out bad and could blow up the motor. just wait it out til you can put fresh gas in it.

If the car is stock and has no tuning device you don't need to get anything tuned.
