Fuses...or bad wiring/connection. Hope you're not a victim of rodents. They're a bunch of bastards when it comes to cars. They eat through your wiring and fuck everything up. I had to put chili powder in a few areas of my engine bay because I suspected the damage I was seeing was due to rodents (squirrels in my case). So annoying because there's no way to get away from it without parking it in the garage...one of which I do not have.

Hope you find it's just a bad fuse or connection though.

Yes, they share the same fuse. I'm not sure about the EF civics, but later civics also have the ECU back up on the same fuse with the clock and radio. Which could be causing your idle to be higher than normal. So check your fuses both under the dash and under the hood before doing any more work.
